Here is the ARRL-recommended list of frequencies for HF. While nobody owns any frequency, it make sense if calling frequencies for a particular mode are left unmolested by others -if they know.
Often, for instance i find a phone QSO taking place on the SSTV calling frequency. Bad people? Probably not; they just didn't know. SSTV is such an unpleasent racket that most phone operators move away -if they want a bearable QSO. Others, like weak signal mode users might not be so lucky.
Should band plans be better publicized? How? Do we as operators have any responsibility to know who is where?
