High Performance HF vertical without radials.

Kenny Silverman, K2KW gave a wonderful presentation to the Dominion DX Group https://www.ddxg.net/ about low power beach operation, without the luxury / ?necessity for many radials to complete his vertical antennas.

The lower element puzzled me until I found this explanation in QEX March/April 2024.

It looks like a development from the compact counterpoises of Les Moxon? -Maybe I misunderstood, so what do you think?
